Strategic Plan development for Ontario Police Services Boards<\/h2>\n

A strategic planning process must include meaningful engagement for the stakeholders, who must in turn feel that their contribution is heard, their needs are understood, and that the final product reflects the input of the community. Today, the stakeholder engagement process is in flux, with different groups having varying perceptions on community engagement. Communities across Ontario still have residents who expect \u201cin-person\u201d consultations, where the dynamism of the group is reflected in the conversations and the outcomes. Other residents believe that employing technology such as video conferencing is more efficient and cost effective, while still others look to social media as the appropriate venue that may insulate them from direct contact. Regardless of the medium and method, community consultation is needed to convey to the community that their voice matters, that their input is required and that the strategic plan will consider their input.
Through these various methods, and with our spectrum of tools, we can provide residents, stakeholder groups, municipal governments, and their agencies with the opportunity to contribute to the strategic planning process. The CP2S team is very cognizant of these needs and has consistently displayed that understanding in our community consultation work. Helping police services respond to human trafficking<\/h2>\n

On June 14th, 2021, Sylvia Jones, the Ontario Solicitor General announced that this government has made available $5 million in funds to support police services in their efforts to combat human trafficking and intimate partner violence.<\/p>\n

Consilium Public Sector Services Inc. (CP2S) is partnering with Timea’s Cause Inc.<\/a> in the provisioning of services supported through this grant opportunity.<\/p>\n

The Ontario government is investing $5 million over two years to enhance services and supports available to victims of intimate partner violence and human trafficking through the new Victim Support Grant (VSG) program. The grant will help police and communities improve services to help meet victims\u2019 needs.<\/p>\n

\u201cOur government is protecting and supporting victims and survivors of intimate partner violence and human trafficking,\u201d said Sylvia Jones, Solicitor General. \u201cThat is why we continue to provide our police services and community partners with the funding they need to develop new or enhance services, supports and resources that will strengthen local prevention efforts and help protect victims and survivors.\u201d
The Solicitor General went on to commit that \u201cAll municipal and First Nation police services, as well as the Ontario Provincial Police can apply for funding through the VSG program\u201d.<\/p>\n

In this grant, \u201cApplicants are required to work in collaboration with one other relevant organization, community agency or Indigenous community with expertise in supporting victims and survivors through a different sector such as justice, housing, education, health\/mental health, community and social services, and children and youth services\u201d.<\/p>\n

In the Solicitor General\u2019s news release, she provided that \u201cThe maximum funding for each project is $200,000 (i.e., $100,000 per funding year)\u201d and that \u201cSuccessful applicants will be required to track and collect provincially identified outcomes as well as identify their own local performance measures relevant to individual projects\u201d. CP2S specializes in program evaluation, among other things, and can provide support to police leaders in this area as well.<\/p>\n

Kim was helping young women out of their trafficking environment in the 1970’s, long before the term “human trafficking” evolved when he was with the Juvenile Task Force working in downtown Toronto.\u00a0 Since then he has been committed to this cause, and during his leadership of the FBI National Academy Associates, he institutionalized that global organizations commitment to battle human trafficking.\u00a0 Kim was the founder and current Chair of the Board of the Global Resource Epicenter Against Human Trafficking (GREAT).<\/p>\n

Jim retired as an Inspector following over 33 years with the Toronto Police Service and moved onto academia. He holds a Master (with distinction) in Security Studies from the John Grieves Center for Community Safety and Security in London focused on human security, and his is a doctoral candidate in Policing, Security and Community Safety at the London Metropolitan University (UK), with his thesis focused on human trafficking in Canada.\u00a0 He teaches the advanced 4th year justice program on human trafficking at Ontario Tech University, and has been the organizer for the University’s annual human trafficking conferences since 2018.\u00a0 Jim is a Research Fellow with the Global Association of Human Trafficking Scholars (GAHTS). a Fellow of the Royal Society for the Arts (RSA), and Executive Director of the Canadian registered charity, Global Resource Epicenter Against Human Trafficking (GREAT).<\/p>\n

Marcel is a Senior Research Fellow with the Global Association of Human Trafficking Scholars, a Research Fellow with the University of the Free State in South Africa, a Postdoctoral Researcher with the University of South Africa and the Director of Research with the Global Resource Epicenter Against Human Trafficking (GREAT).<\/p>\n
