hover_enabled=&#8221;0&#8243; custom_padding=&#8221;||0px|||&#8221;]<\/p>\n<p>As discussed in the first article, human trafficking is about exploitation.\u00a0It is a heinous crime that sees victims undertake work (including sex trade) against their will.\u00a0Sometimes the work is undertaken under threats of violence against them or their family, sometimes the work is undertaken to pay off a debt that only ever grows larger.\u00a0The crime rips away their freedom, forces then to work in what are frequently appalling conditions with no hope of escape.<\/p>\n<p>Despite the altruistic view that this crime is by itself an assault on our community\u2019s values, there are other considerations that for political and police leaders about the impact of this crime.<\/p>\n<p><strong>Cost to the public<\/strong><\/p>\n<p>A 2012 study undertaken through the University of Minnesota looked at the community costs related to teenage girls trafficked in the sex trade across the State (<a href=\"http:\/\/www.castla.org\/templates\/files\/miwrc-benefit-cost-study-summary.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><u>http:\/\/www.castla.org\/templates\/files\/miwrc-benefit-cost-study-summary.pdf<\/u><\/a>).\u00a0The study factored in a series of harms, and their related costs, including:<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Post traumatic stress disorder;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0HIV\/AIDS;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Chlamydia early-treatment;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Chlamydia late-treatment;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0unintended pregnancy with abortion;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0unintended pregnancy with birth;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0arrest as juvenile;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0arrest as adult;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Court hearing;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0adults Incarceration;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0adult probation;<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0foster care for children in state custody and<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0chemical dependency treatment.<\/p>\n<p>The study concluded that each $1 spent on prevention, intervention and recovery yielded at $34 cost avoidance.\u00a0Clearly community efforts to identify, intervene and stop human trafficking has a positive economic impact on the community.<\/p>\n<p><strong>Loss of tax revenue<\/strong><\/p>\n<p>Since human trafficking revenue is illegitimate criminal income it is not captured as business revenue or income tax, and tax revenue as a result is lost.\u00a0In the case of sex trafficking, annual revenues of $250K per victim have been calculated as typical, and which the trafficking victim may well require more community and health support, the off-setting tax revenues do not exist.<\/p>\n<p>In the case of labour trafficking, the trafficking victim is tasked with providing labour that generates income, but since they do so against their will and for no wages, there is also a loss of tax revenues.<\/p>\n<p>The size of this loss is very difficult to measure since the size of the human trafficking problem is difficult to define, in large part because of the lack of resources assigned to the problem.<\/p>\n<p><strong>Economic imbalance<\/strong><\/p>\n<p>Any economic model that utilizes slave labour creates an imbalance to all other participants in that sector of the economy.\u00a0Labour always has a cost for the production of goods or the delivery of services in every economic model.\u00a0Therefore labour and production costs impact upon the final cost for goods or services.\u00a0Any company or endeavor that can illegally remove their labour costs puts themselves at an advantage in the market place, allowing them to undercut legitimate and lawful businesses and enterprises.<\/p>\n<p><strong>Consideration<\/strong><\/p>\n<p>Therefore, while the heinous nature of this crime may well be a \u201ccall to action\u201d for police leaders and communities, the adverse economic impact of human trafficking should place combatting this initiative as priority for all impacted communities.<\/p>\n<p>By developing and understanding the \u2018what\u2019 human trafficking is, and how it impacts our communities, police leaders have some unique issue to tackle within their organization in order to respond to the problem effectively.<\/p>\n<p><strong>Next: Creating awareness across the organization.<\/strong><\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=&#8221;1&#8243; In the previous article I examined the issue of leadership commitment in combating human trafficking, and will now move towards examining some of the steps that police leaders can take in preparing their organization to combat human trafficking.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-6218dcb8-959a-4a40-abfb-af341ed9e73c\">Establishing internally policies on responding to human trafficking, providing training, establishing specialized units and organizational measures are all steps that police leaders can take in preparing their organization to be effective in their fight against this crime.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-b7ac9c9a-cb32-4206-bb89-ed3f4c4d723b\"><strong>Define anticipated outcomes and measurements.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-c9f72d3a-303e-49e5-a7df-498128600fc2\">One of the significant challenges for police leaders is to define the anticipated outcomes of a new initiative.&nbsp;Determining how we measure success before we undertake a new initiative should be one of the steps that is always taken before the provisioning of time, money or effort on any issue. &nbsp;Success measures may be put into place that draw upon the expectations of the myriad of stakeholders that are impacted by the initiative.&nbsp;Police leaders may wish to measure arrests, victim advocacy groups may wish to measure victim recoveries; politicians may wish to measure convictions while government finance offices may wish to measure seized financial assets.&nbsp;While output measures (counting things) has been the historic and easiest management measurement system, it is frequently one-dimensional, and such measures usually result in unintended consequences.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-061a2e23-8ee2-4268-b61f-152b01da98dd\">Measures of arrests may result in targeting larger groups but not necessarily recovering more victims; measuring financial seizure may target groups that have easily identified financial assets; while measuring numbers of charges may result in targeting groups that have collateral criminal offences (firearms; drugs; etc.).<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-5248d3b6-0607-42a1-ae72-4b8c10a0045c\">Therefore, it is recommended that police leaders engage with other stakeholders to define the anticipated outcomes of the initiative before it is put into place, as those anticipated outcomes will help foster the discussion on not only the goals and aims of the initiative, but will help inform organizations\u2019 policy, specialized unit creation and training.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-4bca3716-51d6-48e9-9987-2364f7543d0e\">(Note: Anne Gallagher and Rebecca Surtees work:&nbsp;<em>Assessing the impact and effectiveness of anti-trafficking interventions in the criminal justice sector: A discussion paper on issues, obstacles and opportunities.&nbsp;<\/em>is an excellent reference on this topic<em>)<\/em><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-5cd1775f-4dd2-44da-9c7d-89e0f1578998\">Police leaders should be mindful that defining outcomes may have distinct differences from measuring outputs.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-80915854-0ac3-4fdf-a08a-efee6ecd432f\">If the desire is to; raise the risks that the criminals must take; or to render their illegal businesses less profitable or to reduce the opportunities for them to exploit communities, then front line officers may achieve many of these goals through proactive investigations which may have measurable outcomes (arrests; recoveries; charges, etc.).&nbsp;However, these same anticipated outcomes may also be achieved through disruptive investigations, that could include engaging public health inspectors, tax or revenue inspections, business licence enforcement, increased police patrols, labour inspections or any of a myriad of initiatives that could disrupt human trafficking activities.&nbsp;However, none of these may result in measurable outcomes, and as a result such activities would be neither measured nor rewarded, and there is therefore little impetus for front line officers or investigators to undertake efforts that are not measured or recognized.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-40bfd9e1-ed54-4382-8013-a29d12605728\">Therefore, establishing measures that are meaningful and examine the anticipated outcomes are critical for police leaders.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-7197184f-74e5-4fd5-894c-11c4b550ef16\"><strong>Policy<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-7cdead68-f5e2-477e-8814-db51bed40cfa\">The establishment of an internal policy on human trafficking fulfills a number of goals, including providing structure to human trafficking investigations and underscoring the organizational commitment to combat this crime.&nbsp;The policy can address such issues as organizational resources; referencing relevant legislation and supporting internal governance; investigative format; overarching concepts for victims and offenders.&nbsp;The internal policy is the opportunity for the leadership team to voice the extent of their commitment in their efforts to combat human trafficking.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-c5c85d33-f3de-4e84-84f2-3ff9864607f2\"><strong>Provide training \/&nbsp;Training provision<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-6c8159df-baa6-4b2a-966b-3c3f8cf21073\">There are many aspects to the crime of human trafficking that are not intuitive to police officers, and there are many aspects of the behavior of offenders and victims that is counter-intuitive.&nbsp;Victims that are hostile because they perceive the police as not their protector but rather their enemy; offenders who portray themselves as victims, or perhaps offenders of a different crime (an assault on a sex trafficking victim may be presented as domestic violence; or an assault on a labour trafficking victim may be portrayed as a work place dispute.)<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-64e40926-bb37-4c9b-a0f1-d133f85ca896\">Therefore, while general awareness training may be required across the organization, additional specialized training for front line officers; supervisors and investigators as well as specialized units, may also be required.&nbsp;The extent and depth of such training underscores the organizational commitment to this issue and the professionalism of the organization\u2019s specialized response.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-063c1584-80a3-45ae-b4e4-63c194db89c6\"><strong>Establishing specialized capabilities<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-23ab1be6-4b6e-43b7-ac74-5ec82e09adbb\">Studies undertaken by the U.S. National Institute of Justice (<em>see work by Amy Farrell and Jack McDevitt of Northeastern University<\/em>) suggest that policing organizations with specialized human trafficking investigative capabilities have been more successful in combatting human trafficking within their jurisdictions.&nbsp;However, studies undertaken in Canada show that the placement of human trafficking investigative units plays a large role in how the crime is perceived and what types of human trafficking investigations are undertaken.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-63e1703b-47fb-49f1-88bd-4cbf3ca36b66\">Although human trafficking is about the exploitation of people for labour or services, many jurisdictions, including Canada and the United States, focused principally on sex trade trafficking in their legislation and their enforcement.&nbsp;Many groups around the globe attribute different numbers to victim populations, with wildly different values.&nbsp;Some advocates suggesting that human trafficking in the sex trade is vastly disproportionate to labour, and others suggesting that labour far outweighs trafficking in the sex trade.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-4915539d-8bed-44b4-ad87-c788abe368bd\">Police leaders should be cognizant that human trafficking in many forms may exist within their jurisdiction, and that placement of their specialized unit should reflect this broad spectrum of investigative options.&nbsp;A specialized human trafficking unit that is placed in a sex crime unit will likely see human trafficking through the lens or schema of a sex crime investigator.&nbsp;A study found that one police service in this circumstance only investigated human trafficking amongst sex trade workers and the agency had no reports or investigation of labour trafficking, reminding us of Maslov\u2019s idea that<em>&nbsp;\u201cif the only tool you have is a hammer, to treat everything as if it were a nail.\u201d<\/em><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-16f8d645-cd83-4fa1-8c04-816e07ca0a90\"><strong>For Leaders to consider.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p id=\"block-d97c9b63-d259-44c1-bb83-1dcd2f13e95f\">Human trafficking investigations may well be linked to organized crime, money laundering, asset forfeiture, sex trade and labour abuse, and their investigative skill set and organizational placement should reflect those attributes.&nbsp;Police leaders should be cognizant of the breadth of human trafficking crimes as well as the existing investigative lens that events will pass through, and to consider specialized unit placement with these factors in mind.<\/p>\n<!-- \/wp:paragraph -->","_et_gb_content_width":"","footnotes":""},"categories":[7],"tags":[],"class_list":["post-253","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-investigative-operations"],"_links":{"self":[{"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/posts\/253","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/users\/3"}],"replies":[{"embeddable":true,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=253"}],"version-history":[{"count":2,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/posts\/253\/revisions"}],"predecessor-version":[{"id":257,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/posts\/253\/revisions\/257"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=\/wp\/v2\/media\/254"}],"wp:attachment":[{"href":"https:\/\/consiliumpss.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=253"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=253"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/consiliumpss.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=253"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
