Having access to people with deep of experience in municipal governance, organizational behavior, human resources expertise or organizational change management is usually a costly and time consuming challenge for municipal managers. Such resources and skills are normally developed internally following years of experience. The Consilium team includes consultants that have those years of experience, and can provide municipal managers with insight, ideas, options and alternatives based upon their knowledge and years of experience.
We offer access to this pool of experienced specialists through a Planning & Research Service option that allows clients to draw on this knowledge pool as they are required. Providing clients with analysis reports, briefing notes and grey papers as required.

Organizational structure and process reviews
Municipalities in Ontario are complex entities with unique relationships both internally and externally. To gain a full understanding of how municipal organizations function takes years of training and experience. Consilium comes to the issue of organizational and process reviews with a tremendous depth of knowledge and experience.

NG 9-1-1
The Next Generation 9-1-1 (NG911) migration is introducing new services and new technology to Canadians. However this technology is also presenting new cost and new challenges to municipalities. Consilium has significant experience in the emergency communications services field, and is helping major stakeholders in their NG911 transition, including community consultations, technology road mapping and vendor relations.
Community Safety and Well-being planning
Part XVI of the Comprehensive Ontario Police Services Act (2019) introduced the concept of the Community Safety and Well being plans. This effort, which is a municipal government responsibility, this type of planning is designed to “requires less dependance on reactionary, incident-driven responses and re-focusing efforts and investments towards the long-term benefits of social development, prevention, and in the short-term, mitigating acutely elevated risk.”
Human resource system analysis
The managing our people in the municipal environment continues to become more complex.
