PLANNING & RESEARCH

AS A SERVICE.

Regardless of your organizations size, police leaders can imagine the benefits of having a skilled corporate planning unit at their disposal. An office comprised of senior and experienced police leaders and academics ready to take on research projects, provide evaluations on potential initiatives, provide procedure recommendation on emerging issues, or undertaken the research and provide the Service or the Board with reports on issues that municipal council or the Board have a concern with, leaving leaders with the time they need to effectively lead their organization.

Consilium has the “bench strength” to provide on-demand consulting service for small and medium size police services.  With skills sets and experience in a broad range of sectors, Consilium can undertake research and “best practice” analysis, and provide police leaders with procedures, policy recommendations and reports that provide background, analysis and recommendations and are ready for Board or Council submission.

This service is be provided through a pre-set subscription service fee, allowing the police service to have immediate access to an “on-demand” Corporate Planning service via phone or e-mail.

How is this possible?

Many police leaders have retired from their police service, but not from policing, and are still interested in supporting those leading police services.  They want to put their depth of knowledge to use in service to  communities. We have brought them together to help today’s police leaders with their pressing issues.

We provide services to support PSB’s in the development of Strategic Plans in compliance with Section 39 of the Community Safety and Policing Act.

How is this possible?

We draw upon experienced municpal and police leaders who and are still interested in supporting communities and police services across Ontario.  We provide the opportunity for communities to benefit from their knowledge and experience, while providing a supported framework in which we can deliver our services.

Strategic Plan development for Ontario Police Services Boards

A strategic planning process must include meaningful engagement for the stakeholders, who must in turn feel that their contribution is heard, their needs are understood, and that the final product reflects the input of the community. Today, the stakeholder engagement process is in flux, with different groups having varying perceptions on community engagement. Communities across Ontario still have residents who expect “in-person” consultations, where the dynamism of the group is reflected in the conversations and the outcomes. Other residents believe that employing technology such as video conferencing is more efficient and cost effective, while still others look to social media as the appropriate venue that may insulate them from direct contact. Regardless of the medium and method, community consultation is needed to convey to the community that their voice matters, that their input is required and that the strategic plan will consider their input.
Through these various methods, and with our spectrum of tools, we can provide residents, stakeholder groups, municipal governments, and their agencies with the opportunity to contribute to the strategic planning process. The CP2S team is very cognizant of these needs and has consistently displayed that understanding in our community consultation work. Different projects define and consider stakeholder communities differently, and the CP2S team works with the leadership of the Board and the service to ensure that the community and stakeholders are able to have meaningful participation in the strategic planning process.

 

Helping police services respond to human trafficking

On June 14th, 2021, Sylvia Jones, the Ontario Solicitor General announced that this government has made available $5 million in funds to support police services in their efforts to combat human trafficking and intimate partner violence.

Consilium Public Sector Services Inc. (CP2S) is partnering with Timea’s Cause Inc. in the provisioning of services supported through this grant opportunity.

The Ontario government is investing $5 million over two years to enhance services and supports available to victims of intimate partner violence and human trafficking through the new Victim Support Grant (VSG) program. The grant will help police and communities improve services to help meet victims’ needs.

“Our government is protecting and supporting victims and survivors of intimate partner violence and human trafficking,” said Sylvia Jones, Solicitor General. “That is why we continue to provide our police services and community partners with the funding they need to develop new or enhance services, supports and resources that will strengthen local prevention efforts and help protect victims and survivors.”
The Solicitor General went on to commit that “All municipal and First Nation police services, as well as the Ontario Provincial Police can apply for funding through the VSG program”.

In this grant, “Applicants are required to work in collaboration with one other relevant organization, community agency or Indigenous community with expertise in supporting victims and survivors through a different sector such as justice, housing, education, health/mental health, community and social services, and children and youth services”.

In the Solicitor General’s news release, she provided that “The maximum funding for each project is $200,000 (i.e., $100,000 per funding year)” and that “Successful applicants will be required to track and collect provincially identified outcomes as well as identify their own local performance measures relevant to individual projects”. CP2S specializes in program evaluation, among other things, and can provide support to police leaders in this area as well.

Developing multi sectoral teams

The executives of CP2S have years of experience in police leadership and management in the design of innovative multisectoral teams to address issues ranging from mental health to intimate partner violence and have consulted with police agencies around the globe on community response to human trafficking.

Setting up collaborative community initiatives

Timea’s Cause has been designing and hosting community-mobilization workshops since 2015, having provided over 40 workshops with outstanding reviews and outcomes.

Supporting initiatives that are survivor-led

Timea’s Cause has developed a survivor-led training and awareness program for front-line uniformed officers and front-line community workers that will help build rapport and break down the barriers between service providers and victims in critical situations.

CP2S’s depth of knowledge and experience in policy and procedure design and development, in conjunction with our survivor-led approach, supports organizational focus on trafficking survivors that is embedded into procedures and practices, as well as organizational structural.

Launching education and awareness campaigns

Timea’s Cause has built a survivor-led online education and awareness programs for parents, youth and potential victims of human trafficking. The training focuses on the signs of potential traffickers.

Providing specialized training to law enforcement

Timea’s Cause has built an online school and created survivor-led education for victims, law enforcement and service providers to offer comprehensive cross-sectoral training and education.

Kim Derry

Kim was helping young women out of their trafficking environment in the 1970’s, long before the term “human trafficking” evolved when he was with the Juvenile Task Force working in downtown Toronto.  Since then he has been committed to this cause, and during his leadership of the FBI National Academy Associates, he institutionalized that global organizations commitment to battle human trafficking.  Kim was the founder and current Chair of the Board of the Global Resource Epicenter Against Human Trafficking (GREAT).

Adjunct Professor of Criminology - Human Trafficking

Jim retired as an Inspector following over 33 years with the Toronto Police Service and moved onto academia. He holds a Master (with distinction) in Security Studies from the John Grieves Center for Community Safety and Security in London focused on human security, and his is a doctoral candidate in Policing, Security and Community Safety at the London Metropolitan University (UK), with his thesis focused on human trafficking in Canada.  He teaches the advanced 4th year justice program on human trafficking at Ontario Tech University, and has been the organizer for the University’s annual human trafficking conferences since 2018.  Jim is a Research Fellow with the Global Association of Human Trafficking Scholars (GAHTS). a Fellow of the Royal Society for the Arts (RSA), and Executive Director of the Canadian registered charity, Global Resource Epicenter Against Human Trafficking (GREAT).

Marcel served as a Detective with the human trafficking investigation unit of the South African Police Service.  After leaving the police service, Marcel worked with NGO’s across sub-Saharan Africa in combatting human trafficking, including as a Case Manager for the National Freedom Network (NFN).  Marcel was a lecturer on police practices at the University of South Africa, has been nominated to serve as a member of the group of experts on human trafficking with INTERPOL, and currently serves as a senior research analyst with the International Center on Sexual Exploitation in Washington D.C. Marcel is a Senior Research Fellow with the Global Association of Human Trafficking Scholars, a Research Fellow with the University of the Free State in South Africa, a Postdoctoral Researcher with the University of South Africa and the Director of Research with the Global Resource Epicenter Against Human Trafficking (GREAT).
